The Department of Health Services, Division of Quality Assurance (DQA), is recruiting for a Policy Advisor to help ensure Wisconsin residents receive top quality care. This position will typically work Monday-Friday with daytime hours. This position offers the option to work remotely up to 5 days per week and is headquartered in the 1 W. Wilson Street office in downtown Madison. This schedule may vary based on training or operational need.

Position Summary
As the Policy Advisor, you will be responsible for planning and coordinating large scale projects, policies and programs related to the continuous quality improvement of DQA programs. You will represent the Department and the Division with various stakeholders across the state dealing with a wide range of programmatic and policy issues related to healthcare regulation and oversight. Some responsibilities include:
- preparing specialized departmental policy issue studies and other research and policy analysis;
- writing briefing documents for administrators and the Department’s Office of the Secretary;
- serving as a team leader for cross-department and inter-agency policy and implementation groups;
- directing and planning the drafting of administrative rules;
- providing leadership to ensure a quality product moves through the review and approval process;
- resolving issues concerning rule language;
- reviewing, analyzing and evaluating complex federal and state laws, rules, regulations and issues for healthcare and community-based programs and recommends improvement and action;
- providing consultation to and oversight of both the Informal Dispute Resolution (IDR) process and the Independent Informal Dispute Resolution (IIDR) process
- serving as project manager on various special assignments and as the communication and media liaison between DQA and the Department’s Communications Office to ensure coordination of communications, media information and initiatives.
Salary Information
The starting salary is between $41.38 and $50.83 per hour (approximately between $86,000 and $105,700 per year), depending on experience, plus excellent benefits. A 24-month trial period is required.
Pay for current or former state employees is set based upon the rules that apply to compensation for the applicable transaction. This position is in the Policy Initiatives Advisor-Admin classification and in pay schedule and range 81/02.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.
Qualifications
- Experience with policy analysis or development (e.g., creation, improvements, recommendations, etc.).
- Experience with project or program management (e.g., setting objectives and strategic plans, developing project plans, monitoring project progress, implementing quality improvement strategies, managing change, etc.).
- Experience presenting complex information and issues to varying levels of audiences (e.g., organization decision-makers and leaders, community advocates, members of the public, etc.).
- Experience leading or facilitating workgroups/teams.
- Experience working with publicly funded programs or health care facilities.
- Experience developing and implementing complex administrative procedures as well as evaluating effectiveness.
