Aperto Property Management, Inc. is a growing Multifamily Property Management Company. We are currently searching for an experienced Regional Compliance Director to join our team in Southern California, CA.
The Regional Compliance Director will be responsible for all aspects of housing compliance including reporting, policy and procedures, and on-site file reviews for Aperto Property Management Inc. portfolio of projects. This position supports the Director of Compliance with compliance matters working collaboratively with site managers, supervisors, and compliance specialists. Primary responsibilities will be working with the Director of Compliance to develop compliance policy, procedures, and tracking processes along with keeping projects in compliance with HUD, Tax Credit, and investing agencies. This position coordinates and participates in conducting compliance training for all on site employees. Communicate and discuss areas of concern and non-compliance issues with Director of Compliance for correction. The individual in this position will follow a work plan and must be highly detailed and date sensitive.
The requirements listed below are representative, but not exclusive of the knowledge, skill and/or ability required:
Minimum 4 years’ experience with Affordable HUD, Tax Credit, Bond, Home, Rural Development. Housing Credit Certified Professional (HCCP) and Certified Occupancy Specialist (COS), a plus
RESPONSIBILITIES:
- Monitor tenant lease-up files and properties to ensure strong internal communication and compliance with HUD, Tax Credit, and investing agencies including service funders.
- Ensure all leases, attachments and forms are compliant with Federal, State and Local landlord tenant laws, and with HUD requirements.
- Monitor federal and state laws regarding Violence Against Women Act, Tax Credit Program, and other governing regulatory developments related to affordable housing and incorporate changes into policy and procedure.
- Provide phone and e-mail support in compliance issues to property management team.
- Actively monitor HUD & Tax Credit notices and changes and provide the compliance and property management teams with detailed information.
- Build Aperto’ s compliance capacity through positive communication, information sharing and mentoring.
- Verify accuracy of lease-up files prior to any external file review.
- Work with on-site management to correct findings and prepare response, jointly create and maintain master calendar to ensure all reporting to the appropriate agencies and/or asset managers are completed and delivered by the required deadline.
- Review all regulatory agreements at start of management and prior to lease ups.
- Provide Director of Compliance and on-site Manager with lease up support.
- Be knowledgeable in areas of Fair Housing laws for the states managed.
- Be knowledgeable in Landlord Tenant Laws for the states managed.
- Monitor overall portfolio performance regarding timeliness and accuracy of reporting.
- Provide Director of Compliance with insight and advice on issues related to property operations and portfolio performance.
MINIMUM QUALIFICATIONS
- BA or equivalent education in related field or HCCP certification plus work experience related to funding or compliance for low-income housing
- Five years’ experience practicing compliance with strong knowledge of HUD 202 and Tax Credit requirements.
- Working knowledge/experience with HUD 4350.3 handbook and IRS section 42 compliance.
- Understanding of basic multifamily property management concepts.
- Working knowledge of Landlord/Tenant Act and Fair Housing policy.
- Ability to communicate effectively both orally and in writing.
- Be bonded or bondable.
- Ability to shift priorities in an atmosphere where interruptions are frequent.
- Ability to meet all timelines and target dates with complete and accurate reporting.
- Proficiency with computers (especially Windows and MS Office), and ability to learn property management software.
- Successful completion of Certified Occupancy Specialist (COS) must be achieved within first year of employment.
- Ability to work independently in addition to working as a member of a team.
- Demonstrates the necessary attitudes, knowledge and skills to deliver culturally competent services and work effectively in multi-cultural situations.
